A list of prospective voters was presented in the council meeting in which names of two institutions – Netaji Club and Ravenshaw Collegiate School , both from Cuttack , with two votes each, were missing on legal grounds.
However, both the members could exercise their franchise after they were allowed to do so by the court, official sources said.
Elections are held for the posts of one president, eight vice presidents, one secretary, three joint secretaries and one treasurer.
A total number of 152 members would caste their vote during the OCA elections which are held every four years.
While 13 old districts, Rourkela and Bhubaneswar were enjoying three votes each, rest 17 districts and the East Coast Railway had two votes each. There are 16 first class cricketing clubs, 10 schools and five colleges with two votes each.
Apart from this, five second class clubs and four ex-officio members in state director general of police, sports council director, president of state Olympic association and higher education director had one vote each for the election of the cash-rich association.
Meanwhile, the election this year had generated much hype and expected to be a high profile affair when Pyarimohan Mohapatra, BJD's Rajya Sabha member expressed his desire to contest for the post of OCA president.
However, it turned out to be damp squib disheartening the opposition camp in the OCA as the high profile bureaucrat-turned politician decided against contesting the elections.
The sources said the incumbent OCA president Ranjib Biswal and secretary Asirbad Behera were expected to contest for their respective posts this year too while Pradeep Chauhan, treasurer and a cricketing organiser of repute had emerged as a strong contender for the post of secretary.
Prominent members who would cast votes in the elections included Pyarimohan Mohapatra representing Union Sporting Club, state minister for Higher Education Sameer Dey (Sun Shine Club), Ranendra Pratap Swain, MLA (Rover's Club), Chiranjeeb Biswal, MLA (Town Club), former captain Karan Dubey (ACC Club), Asirbad Behera, Secretary (Cuttack District Athletic Association), Ranjib Biswal (Jaya Durga Club), Pradeep Chouhan (Rising Star Club) and Braja Kishore Nanda, Secretary, All Orissa Non-Government Employees' Coordination Committee (Saheed Sporting club).
Though there are a number of sporting clubs in different parts of the state, all the 16 clubs which enjoyed the voting right during OCA elections belonged to Cuttack city alone.
